SUBJECT:

Confidential Report

S

William Richard Chester-Woods.

FROM:

Commissioner of Police

TO:

The Hon. C.S.

Chief Inspector Chester-Woods was born on the 11th

December, 1896. He joined the Hong Kong Police Force as a constable

on the 7th April 1919. He was appointed Chief Inspector on the 19th

February, 1958, and on the 17th October, 1940, was appointed Acting

Assistant Superintendent of Police.

2.

He is the senior Chief Inspector in the Hong Kong

Police Force and is drawing the maximum pay of a Chief Inspector,

namely £700/- a year.

3.

I have little personal knowledge of this officer; I

Just met him in September 1945 prior to his repatriation. He has

been working in my office since he returned from repatriation leave

on 10th August, 1946.

4.

I have seen evidence of the methodical methods of

Mr. Chester-Woods in the data he prepared whilst in the Internment

Camp and in the Roll of Police Officers he prepared prior to proceeding

on repatriation leave. He has the reputation of being an honest,

painstaking officer who finds it difficult to get on with his brother

officers.

5.

Having acted as an Assistant Superintendent from

October 17th 1940 until the surrender of Hong Kong in December, 1941,

and having been informed that he would be promoted to Assistant

Superintendent of Police subject to confirmation by the Secretary of

State, I must accept the opinion of Mr. Pennefather-Evans that this

officer is worthy of promotion to the Assistant Superintendent rank.

His reputation for integrity stands high.

sgd. C. Sansom Acting Commissioner of Police.
